உலகநாயகனுக்கே இந்த கதியா?
எங்கள் வீட்டில்தான் எல்லோருக்கும் வாக்காளர் அட்டை உண்டு, வாக்கு கிடையாது என்று நினைத்தேன்.
சாதாரண குடிமக்கள்தான் தேர்தல் ஆணையத்தால் உயிரோடு கொல்லப்படுகிறார்கள் என்று நினைத்தேன்.
இல்லை. நான் நினைத்தது சரியில்லை.
தன் வெளியூர் நிகழ்ச்சிகளை கேன்சல் செய்துவிட்டு நல்ல குடிமகனாக, மற்ற வாக்குப் பதிக்காத வாக்காளர்களுக்கு உதாரணமாக வாக்குப்பதிக்க நினைத்திருந்த கமலுக்கு அதிர்ச்சியாக, “பழனிக்கே” பஞ்சாமிர்தம் போல், உலகநாயகன் கமலஹாசன் பெயர் கூட வாக்காளர் பட்டியலில் இல்லையாம்.
இது மட்டுமல்ல, பட்டிமன்ற சொற்பொழிவாளர் அ.கு. ஞானசம்பந்தம் பெயர்கூட ”அஞ்சா நெஞ்சும்” மதுரை வாக்காளர் பட்டியலில் இல்லையாம்.
”எனக்கு தெரிந்தவர் எல்லாரிடமும் வாக்களிக்க வேண்டியதன் அவசியத்தை சொல்லி, வாக்களிக்க அறிவுறுத்தி வந்திருக்கிறேன். நடிகர் நெப்போலியனிடம் ஒரு மாதத்துக்கு முன்பே வாக்களிக்க போவது பற்றி சொல்லியிருந்தேன். இப்போது என் பெயரே வாக்காளர் பட்டியலில் இல்லாதது வருத்தம் தருகிறது.
வீடு மாற்றம் செய்துவிட்டேன் என்பது போன்ற அல்ப காரணங்கள் சொல்கிறார்கள். நான் என் எல்டாம்ஸ் ரோடு வீட்டில் ஐம்பது வருடங்களாக வசிக்கிறேன்.
மும்பையில் 43 சதவீதம்தான் வாக்குப்பதிவு என்று சொல்கிறார்கள். வாக்களிப்பதன் மூலம் தன் ஜனநாயக கடமையை செய்ய விரும்பும் என்னைப் போன்றவர்களின் பெயரே விட்டுப் போகிற போது எப்படி வாக்குப்பதிவு சதவீதம் பற்றி பேசமுடியும்?” என்கிறார் கமல்.
”ஒருவர் பெயர் வாக்காளர் பட்டியலில் இருக்க வேண்டுமானால் அவருடைய எந்த முகவரி வாக்காளர் பட்டியலில் இருக்கிறதோ அங்கு வசிக்கவேண்டும், இல்லாவிட்டால் அவர் பெயர் வாக்காளர் பட்டியலில் இருந்து நீக்கப்படுகிறது” என்கிறார்கள் சென்னை மாநகராட்சி அலுவலர்கள்.
இந்தியா போன்ற ஒரு நாட்டில், பலர் சொந்த வீட்டில் வசிப்பதில்லை. பலரும் வாடகை வீட்டில் வசிக்கிறார்கள். வீடு மாறுவது என்பது இதில் பலருக்கும் தொடர்ந்து நடந்த வண்ணம் இருக்கும். தன்னுடைய புதிய முகவரியை பல இடங்களிலும் புதுப்பிப்பது சுலபமான வேலையில்லை.
ஏற்கனவே இருக்கும் ஒரு வாக்காளர் பெயர் சரியான சான்று இல்லாமல் நீக்கப்படக் கூடாது. உயிருடன் இருப்பவர்களை, போலி வாக்காளர்களை நீக்கும் போர்வையில் நீக்குவது என்பது கடைந்தெடுத்த முட்டாள்தனம். எங்கள் வீட்டில் 15 பேருக்கு வாக்கு இல்லை என்பது எங்களை கொதிக்க வைக்கிறது.
68 வயதாகும் என் அம்மாவிடம் நேற்று நான் தொலைபேசியபோது ஒரு குழந்தைக்கே இருக்கும் ஆவலுடன் தன்னிடம் வாக்காளர் அட்டையும், பாஸ்போர்ட், பென்ஷன் புத்தகம் ஆகியவை இருப்பதால் தான் சென்றமுறை வாக்களித்த அதே சாவடிக்கு சென்று ஓட்டு ”கேட்கப்போவதாகவும்” சொன்னார்.
ஓட்டுக் கேட்கப்போக வேண்டியது, வேட்பாளர்கள். ஓட்டுப் போடவேண்டியது பொதுமக்கள்.
பொதுமக்களை ஓட்டுக் கேட்க வைத்து, வேட்பாளர்களை (கள்ள) ஓட்டுப் போடவைக்கும் நம் தேர்தல் கமிஷன் – ஜெய் ஹோ.

உயிருடன் மக்களை கொத்துக் கொத்தாக கொலை செய்வதற்கு ஒப்பானது ஒருவரின் வாக்குரிமையை பறிப்பது. இதற்கென கண்டிப்பாக உச்ச நீதிமன்றத்தில் வழக்கு தொடர்ந்தால்தான் போலி வாக்காளர்களை களைய உண்மை வாக்காளர்களை நீக்காத வேறு முறைகளை தேர்தல் ஆணையம் வரையறுக்கும், செயல்படுத்தும். அதுவரை, இப்போது இருக்கும் முறைகள் நம்மை தொடர்ந்து படுத்தும்.
பி.கு. எங்கள் வீட்டில் இல்லாமல் போன 15 வாக்குகள், தயாநிதி மாறனுக்கு சாதகம்….

இன்னும் எத்தனை லட்சம் பேருக்கு இந்த பரிதாப கதி என்று தெரியவில்லை. கமல் என்.டி.டி.வி.யில் சற்று முன் தொலைபேசி உரையாடினார். அவர் குரலிலேயே மிகுந்த வருத்தம் தெரிந்தது. என் மற்ற நண்பர்களின் கதி என்ன என்று கேட்க வேண்டும்.
ஜெ. தொலைக்காட்சி பேட்டியில் (வாக்களித்தபின் கொடுத்த பேட்டி) பல வாக்குச்சாவடிகளில் ஓட்டுப்பதிவுக்கு முன்பே கள்ள வாக்குகள் தொடங்கிவிட்டன என்று சொல்லி, வாக்குச்சாவடிகளின் பெயர்களையும் குறிப்பிட்டார். அதில், நான் சிறுவயதில் படித்த, திருவல்லிக்கேணி எம்.ஓ.பார்த்தசாரதி துவக்கப்பள்ளியும் அடக்கம்.
ஓட்டுப்பதிவு தொடங்குவதற்கு முன்பே, கருப்பு வெள்ளை சீருடையில் அங்கு ஒரு பத்து பேர் வாக்களித்து(?) கொண்டிருந்தார்களாம். அவர்களே திரும்பத் திரும்ப வந்து வாக்களித்தார்களாம். நிச்சயமாக இந்த வாக்குகள் ஊரில் இல்லாத ஆனால் வாக்குப்பட்டியலில் பெயர் இருக்கும் வாக்காளர்களின் வாக்குகளாகத்தான் இருக்கும் என்பதில் சந்தேகம் இல்லை.
எந்தக் கட்சியின் திருட்டு வாக்காளர்களாக அவர்கள் இருந்தாலும், அவர்களின் கள்ள வாக்களிப்பை தடுக்க முடியாத/ தடுக்காத காவலர்களையும், வாக்கு சாவடி அதிகாரிகளையும் நினைத்தால் ”நெஞ்சு பொறுக்குதில்லை”
இப்படியெல்லாம் போக்கிரித்தனம் செய்தால் ஜனநாயகமாவது மண்ணாவது. வாக்களர்களை கொன்றது தேர்தல் ஆணையம், ஜனநாயகத்தை கொல்வது அரசியல் கட்சிகள்.

The voters turnout at the elections is always less than 60%. If they are casting votes on behalf of others from the morning why is the total votes polled less than 60%. Should it not be close to 100%. I do not understand this. May be there is lot of exaggeration by the media on the “Kalla Vottu”.

கமலஹாசன் மட்டுமல்ல. இன்னும் எக்கசக்கமான வாக்காளர்கள் பல ஊர்களில் வாக்காளர் அட்டையை வைத்துக் கொண்டு வாக்குச்சாவடியின் முன் வருத்தத்துடன் காத்துக்கொண்டிருக்கிறார்கள்.
அவர்களுக்கு என்ன தெரியும் நம் தேர்தல் ஆணையத்தைப் பற்றி. கோபால்சாமி அவர்கள் அவர் பணியைவிட்டு செல்லும் முன்பே சாவ்லாவின் முகத்திரையை கிழித்தார். பயன்? பலன்?

Kamal is a very good actor off the screen also. Another opportunity for him to say that he lost some lakhs in trying to perform democratic act. What prevented him from verifying the electroal rolls in any nearby Corporation Office where the records were waiting for individual verification ? Was he not literate enough or just did not care. He wanted to come on screen and achieved whether by voting or by not doing it.
With EVMs / ID cards and all – still there are apprehensions of large scale false voting. Even today as I was waiting in MOP School booth, three groups of youngsters just barged in – cast their (!!!) votes and went away.

I do not agree with your views. It is lackadaisical on the part of the Election commission to summarily remove names of people. Why should I verify my name which once enters the electoral list should remain so unless I am dead. The EC should have devised a way to remove the name just as they have it to enter a name.
Kamal Haasan has told what he told (losing money to come for voting) to drive home the point that he was genuinely interested in voting. If you say that for Kamal what will you say for my entire family and lacs of others losing vote? My mother has voted in every election in the past. My brothers have voted in the past. How can they remove their names?
The process is not if I don’t find you I will remove. That is absolutely nonsensical approach.
If it is my “right” to vote at age 18 then EC cannot summarily remove that right.
I am sorry that a learned person like you take have trivialised the issue raised by Kamal just because he is an actor. Did Mr. Karunanidhi go to verify his name? did Mr. Stalin do that (he also changed his residence)? Did Ms. Jayalalitha go to verify her name? In those cases the EC officers/ Corporation took extra care because that will result in public outrage.
As regards general public – their approach was – let them go to hell.
I thought as a social worker you will more concerned at these things than supporting the “I kept a list there” attitude of the Government machines that jolly well removed names summarily. It is most disgusting and appalling to see that someone can remove names of people.
How will you accept if your bank account was suddenly closed because they didn’t find you in the address you had given when opening the account?
How will you take it if your passport was canceled because you had not updated your address there?
It is impossible to go and change address every time you change your house; people do it as much as possible. You are living in your own house and hence you may not know the problems faced by the people living in rented houses. There is a big population out there who do not own a house.
It is hell to prove your address to government agencies. If you want to change your address they ask you address proof. Can you see any more absurdity than that?
I have first hand experience when my wife went to RENEW passport of my children (mind you, it is renewal and not new issue of a passport) and they asked us to produce three separate identity proofs for the kids – while in many produce the passport as the identity proof. Can there by anything more absurd than this?
When Navin Chawla’s name was not on voter’s list, they corrected his address immediately to enable him to vote, but that doesn’t happen to public. They are able to only delete names when residents are vacated, but they dont know to add names when they find new residents. In same HR Koil street, somebody else is there, but they are not added in our place. I heard in a shop near our polling booth, who said that, many people were sent back like this. My fried who lives in same place for over 10 years could not get to vote. I think voting should be linked to ATMs by giving social security numbers to each citizen. Anybody will be able to vote from anywhere in the world.

Opinions can differ but try to see it factually and without bias.
By now we understand that Electoral roll is a list of all eligible citizens entitled to cast their vote and are prepared assembly constituency wise. It is subdivided into parts corresponding with the polling booths. As a general norm for every 1200 electors there would be a booth and booths would be available within 2 kms radius. A responsible citizen should have their name in roll to exercise franchise. A duty is cast on them to register and to check whether their name is registered. EC has a process of intensive revision based on where house-to-house enumeration. Intensive revision of rolls normally takes place once in five years. A summary revision takes place every year. Even after the final publication of electoral rolls the process of continuous updation of electoral rolls goes on and the citizens are free to file any application for the addition, deletion, modification and transposition with the Electoral Registration Officer.
That a Special summary revision of electoral rolls was conducted during Nov 2008 was well known. All newspapers carried news item on this. It is also common knowledge that people do change their residences and many a times the voters’ list does not updated. The schedule and the procedure was very clearly outlined, house to house check up were carried out and draft photo electoral rolls were published. These draft rolls for all the Assembly constituencies – ward-wise, street-wise were displayed in designated locations for months and details were made available on website also. A cursory search on web led me to this link.

Well to think that your Ulaga Nayakan either did not understand this process or found it not worthwhile to make any effort or thought that the process would find its way to him is too naïve. Perhaps EC by design deleted his name wanting him to concentrate more on the movies than casting his vote.

You are not taking the basic point and concentrating on Kamal Hasan alone. The point I am trying to drive is EC summarily removing names, not of one but of lakhs of people. That too of people who have voter id cards.
Now they do summary enumeration or detailed enumeration is not the point. For example, for my family, if they removed their name because they were not there in the address where they were during the last elections (held three years back for TN assembly), then at the same time why did they not include them in the new house?
You can’t make general public run everywhere for their rights.
I would like to know which electoral officer personally verified and met J Jayalalitha, M Karunanidhi, M K Stalin and Azhagiri to ensure that their names are removed. Were they removed in the first place in the same way the wanted to “teach” a lesson to “Ulaganayakan” in your own words.
Which electoral officer, enumerator went and verified that Mrs. Sonia Gandhi is living at 10 Janpath and not in Italy?
The system has to change in such a way that hardship is removed for citizens.
In our motherland, due to bureaucracy and red-tape it is a mountainous task to prove “நான் தான் நான்”. Do not downplay the hardship in trying to say that Kamal didn’t do some basic thing.
